What you can safely check: lift one paver at the edge and look at the base layer. If it’s dry, compacted gravel with no mud, the base is probably sound and you need joint sand. If it’s soupy or you hit native soil within two inches, the base has failed and the fix is bigger than a bag of sand.

Where DIY goes wrong: Polymeric Joint Sand activates with a precise water volume. Too little and it doesn’t set; too much and it bonds to the paver face, permanently. We’ve been called to strip and replace entire driveways where a homeowner used a hose on mist setting for thirty seconds instead of the specified light spray, then let it set in 95-degree heat. The sand turned to concrete on the surface. Also, base compaction requires a plate compactor at 3,000-5,000 pounds of centrifugal force - rental units often don’t hit spec, and hand-tamping is worse than leaving it loose.
